His 15+ years of experience spans 25–100+ MW master planning, siting and feasibility, powertrain architecture, liquid-cooling engineering, ESG and regulatory governance, technical due diligence and investment-grade analysis.

Paul Quigley
President & Chief Strategic Relations Officer, Airsys Cooling Technologies.

Paul Quigley is past President and current Chief Strategic Relations Officer at Airsys Cooling Technologies, with more than 35 years of leadership experience in mission-critical cooling and data center infrastructure. He leads global strategy, market development, and industry engagement across hyperscale, colocation, and enterprise sectors.

Paul is the co-originator and leading advocate of Power Compute Effectiveness (PCE), defined as Provisioned Power for Compute divided by Provisioned Total Data Center Power. PCE introduces structural transparency into how electrical capacity is allocated within data centers, revealing the gap between total provisioned power and the portion assigned to compute.

This framework has become increasingly relevant in a constrained power and permitting environment, where new capacity is difficult to secure. By identifying under-allocated portions of existing power envelopes, PCE enables operators to evaluate how infrastructure redesign can convert stranded provisioned capacity into usable compute.

Paul’s work extends beyond traditional data centers into adjacent energy-intensive sectors, including advising on the transition of crypto-mining facilities into hybrid compute environments. In these cases, PCE is used to assess and guide the reallocation of already provisioned power toward higher-value compute applications.

His work on PCE has been published through the Uptime Institute ecosystem and is advancing through broader industry engagement, including the Open Compute Project. He is also a contributing author to a recent Amazon best-selling publication on sustainable data center practices and a frequent speaker at global industry events, where he focuses on energy stewardship, infrastructure design, and the transition from power availability to usable compute.
